ROSS TOWNSHIP REQUEST FOR PROPOSAL CIVIL SERVICE SOLICITOR I.PURPOSE AND INTENT Ross Township, Allegheny County, is requesting proposals for the position of Civil Service Solicitor. Applicants should submit written proposals to the Douglas Sample, Township Manager, Ross Township, 1000 Ross Municipal Drive, Pittsburgh, PA 15237. The Civil Service Solicitor shall be responsible for advising the Ross Township Civil Service Commission on all legal questions arising in the conduct of its business. II. PROPOSAL SUBMISSION An original and (10) full, complete and exact copy of each proposal shall be submitted in sealed envelopes and must be marked with the name of the position and addressed to: Douglas Sample, Township Manager, Ross Township, 1000 Ross Municipal Drive, Pittsburgh, PA 15237 The proposal must be received no later than 4:00 p.m. on Monday, June 9, 2014. No email proposals will be accepted. Any inquiries concerning this RFP should be directed in writing to the above. All information and documents submitted in response to this solicitation shall be available to the general public. The Township reserves the right to reject any or all proposals, with or without cause, and waive any irregularities or informalities in the proposals. The Township further reserves the right to make investigations as it deems necessary to the qualifications of any and all applicants submitting proposals. The Township reserves the right to re-solicit proposals. III. REQUIREMENTS The Civil Service Solicitor shall: 1. Furnish legal advice to the Civil Service Commission concerning any matters arising in connection with the exercise of their official powers or performance of their duties. 2. Shall be able to attend all stated meetings of the Civil Service Commission as requested by the Commission. IV. MINIMUM QUALIFICATIONS/EXPERIENCE 1. Applicant should have significant experience in the areas of civil service and local municipal law. 2. Please name each municipality and their respective point of contact for those municipalities where you and/or your firm have served as either Civil Service or Municipal solicitor (with the dates as you are able of your tenure as municipal solicitor for each applicable municipality). 3. Applicant shall present name of attorney who will be primarily responsible for providing legal services to the Civil Service Commission. 4. Applicant shall provide references from municipal clients as well as general references. 5. Applicant shall demonstrate his/her working knowledge of a Civil Service Rules and Regulations and the First Class Township Code. 6. Applicant shall provide a fee structure and/or proposed hourly rates as well as any other pertinent information. 7. The applicant must be licensed to practice olaw in the State of Pennsylvania and be a member of the Bar in good standing. Include a list of any other professional qualifications; experience and/or credentials you feel are relevant to this proposal. V. INSURANCE Please submit the declaration page from the Firm's current professional liability insurance policy.
