NOTICE TO BIDDERS BOROUGH OF MT. OLIVER OF ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by the Borough of Mt. Oliver, 150 Brownsville Road, Mt. Oliver, PA 15210 for the following: 2014 Pavement Maintenance including 1,200 S.Y. of 3" Rotomilling, 55 L.F. of Keyways, 325 S.Y. of Base Repair, 2 Each Inlet Adjustments, 4 Each Manhole adjustments, 100 L.F. of Concrete Curb Replacement, 1,200 S.Y. of 19mm Superpave Bituminous Binder, 1,200 S.Y. of 9.5mm Fine Graded Superpave and Traffic Control and Restoration. All Proposals must be in the hands of Kathy Connolly, Secretary, Borough of Mt. Oliver 9:00 A.M., prevailing time, Wednesday July 9, 2014 and the same will be publicly opened and read immediately thereafter. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "Borough of Mt. Oliver - 2014 Pavement Maintenance" Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the office of The Gateway Engineers, Inc., 400 Holiday Drive, Suite 300, Pittsburgh, PA 15220 where sets of said documents may be obtained upon payment of $50.00 per set. No refund will be made for the return of any documents. There are no exceptions. If specifications are to be mailed, there will be an additional charge of $10.00 per set. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Borough of Mt. Oliver, Allegheny County, Pennsylvania in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. All bidders must be PennDOT pre-qualified as a prime contractor and meet the work classification codes of E, F, and F1. All bids submitted must have the contractor's valid pre-qualification certification attached to the outside of the bid or it will be rejected. The Proposals must be made to the Borough of Mt. Oliver, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee. Pennsylvania Prevailing Wages are required to be paid on this project. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. The Borough reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein. The Bidder is advised that the Borough will award the contract to the lowest responsible bidder based on the total bid submitted for all streets listed. However, the bidder is advised that the Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible bidder a contract for all or any portions of the street listed in the proposal, and in awarding a contract for less than the total streets listed, or less than all portions of the streets listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
