INVITATION TO BIDDERS THE PITTSBURGH WATER AND SEWER AUTHORITY ADVERTISEMENT SEPARATE and SEALED BIDS for the following contracts will be received by the Office of Procurement, Pittsburgh Water and Sewer Authority, 1200 Penn Ave., 2nd Floor, Pittsburgh, PA 15222, until 1:00 P.M. EST, Wednesday, September 25, 2013, and will be publicly opened and read immediately following, in the Conference Room, or at such other place as may be indicated: Project Number PWSA12 Description Panther Hollow Watershed Restoration: Green Infrastructure Project for Beacon St. and Schenley Park Golf Course The Pittsburgh Water and Sewer Authority, ALCOSAN, the City of Pittsburgh, and the Pittsburgh Parks Conservancy are installing two pilot projects of green infrastructure in the park. The first pilot project will direct water off of Beacon St. into an infiltration trench with an adjacent meadow and mown path. The next pilot project is on the Bob O'Connor Golf Course. This BMP will create long bumps on the golf course that will slow down water, allowing it to infiltrate. A Site Visit will be held on Wednesday, September 11, 2013 at 1:00 p.m. for all interested bidders. Bidders shall meet at the Bob O'Connor Golf Course clubhouse in Schenley Park located at 5370 Schenley Dr., Pittsburgh, PA, 15217. A Pre-Bid Meeting will be held immediately following the walk through. The solicitation may be examined for bidding purposes at the Office of Procurement, Pittsburgh Water and Sewer Authority, 1200 Penn Avenue, Second Floor, Pittsburgh, PA. A charge (NO REFUNDS) in the amount of Ten ($10.00) Dollars shall be made for each C.D. requested that contains the solicitation. Checks/Money Orders ONLY covering said charges shall be made payable to "The Pittsburgh Water and Sewer Authority." All bids must be submitted using the documents specified in the solicitation. Bids must be accompanied by a Bid Bond in the amount of Ten Percent (10%) of the bid for the project under construction. Said Bond shall be duly and legally executed with a Surety or Trust Company which has complied with City Ordinances/Resolutions relating thereto. A Performance Bond and Labor and Material Bond in the amount of 100% of the contract value for each awarded project will be required within 10 days of award. Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990. Workers shall not be paid less than the prevailing minimum wages as set forth in applicable schedule. This project is being funded, in part, by U.S.E.P.A. Contractors shall be expected to seek minority business, women's business and small business participation in obtaining supplies as well as in subcontracting work, in accordance with the procurement regulations of 40 CRF Part 31. The Contractor shall comply with the Resource Conservation and Recovery Act (RCRA) Section 6002 pertaining to Recycled Materials. For purchase of $10,000 or more, the Contractor shall, in making selections of supplies and equipment, purchase goods which contain recycled materials unless they are not reasonably available in a reasonable period of time, fail to meet reasonable performance standards, or are only available at an unreasonable price. The Contractor must assure that employees and applicants for employment are not discriminated against because of their race, color, religion, sexual preference, sex or national origin. The bidders will be required to submit the package of certifications included with the contract documents relating to Equal Employment Opportunity. The Authority reserves the right to withhold the award of the Contract for a period of 120 calendar days after the opening of the bids. The Authority reserves the right to reject any or all bids, and to waive any informality or minor irregularity in any bid or bids. The Authority also retains the right to investigate the qualifications of bidders prior to any award and to award contracts only to contractors who, in the sole judgment of the Pittsburgh Water and Sewer Authority, are qualified and equipped to properly execute the specified work.
