The inspections are scheduled to be performed at various times from February 2014 to February 2019. A&A Consultants will require services of a Contractor to provide inspection support services and maintenance & protection of traffic (MPT) on high traffic volume roadways during inspection. The average annual generation would be 53,500 MWh. ENVIRONMENTAL QUALITY BOARD NOTICE OF PUBLIC HEARINGS Proposed Amendments to Air Quality Regulations (25 Pa. Code Chapters 121 and 129) ADDITIONAL REASONABLY AVAILABLE CONTROLTECHNOLOGY REQUIREMENTS FOR MAJOR SOURCES OF NOX AND VOCs The Environmental Quality Board (Board) will hold three public hearings for the purpose of accepting comments on the proposed rulemaking to amend 25 Pa. Code Chapters 121 and 129(relating to general provisions;and standards for sources) to add requirements for the control of emissions of oxides of nitrogen (NOX) and volatile organic compounds (VOCs) from anair contamination source or facility meeting the definition of a major NOX emitting facility or a major VOC emitting facility.The proposed rulemaking will establish additional reasonably available control technology (RACT) requirements for these major sources. Proposed §§ 129.96- 129.100 will apply statewide to the owner and operator of a major NOX emitting facility or a major VOC emitting facility, or both, that was in existence on or before July 20, 2012; and when the installation of a new source, modification or change in operation of an existing source after July 20, 2012, results in the source or facility meeting the definition of a major NOX emitting facility or a major VOC emitting facility, as defined in § 121.1 (relating to definitions). The proposed rulemaking would add the following provisions: * § 129.96 (relating to applicability) to establish applicability requirements for the owners and operators of major NOX emitting or VOC emitting facilities, or both, for which no RACT requirements have otherwise been establishedelsewhere in Chapter 129; * § 129.97 (relating to presumptive RACT requirements, RACT emission limitations and petition for alternative compliance schedule) to establish that the owners and operators of major NOX emitting or VOC emitting facilities, or both, shall comply with the specified presumptive RACT requirement and RACT emission limitations, and to provide a mechanism for requesting an alternative compliance schedule; * § 129.98 (relating to facility-wide or system-wide NOX emissions averaging RACT operating permit modification general requirements) to establish an alternative mechanism to show compliance when the owner and operator of a major NOX emitting facility or major VOC emitting facility, or both, are unable to meet the applicable RACT emission limitation; * § 129.99 (relating to alternative RACT proposal and petition for alternative compliance schedule) to establish that the owner and operator of an air contamination source subject to a NOX emission limitation or VOC emission limitation, or both, unable to meet the provisions listed in §§ 129.97 and 129.98 may propose an alternative NOX emission limitation or VOC emission limitation, or both; and * § 129.100 (relating to compliance demonstration and recordkeeping requirements) to establish recordkeeping require-ments for the owner and operator of an air contamination source subject to this proposal. The proposed rule- making would amend § 121.1 to add a definition for the term "process heater" and revise the definitionsfor the terms "continuous emissions monitoring system"and "stationary internal combustion engine." The proposed rulemaking is reasonably necessary for the Commonwealth to attain and maintain the 8-hour ozone National Ambient Air Quality Standards. The proposed rule- making, ifpublished as final-form rulemaking in the Pennsylvania Bulletin, will be submitted to the U.S. Environmental Protection Agency for approval as a revision to the State Implementation Plan. W. Bill Young Lock and Dam located on the Allegheny River in Allegheny County, Pennsylvania. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission. The proposed C. W. Bill Young Lock and Dam Hydroelectric Project would consist of the following: (1) a new 150-foot-wide, 200-foot-long intake channel; (2) a new 200-foot-long by 200-foot-wide concrete powerhouse containing three generating units each rated at 5.0 megawatts (MW) having a total installed capacity of 15 MW; (3) a new 100-foot-wide, 300-foot-long tailrace channel; (4) new concrete retaining walls upstream of the intake and downstream of the new powerhouse; (5) a new 40-foot-long by 40-foot-wide substation; (6) a new 69-kilovolt transmission line approximately 6,129 feet long from the new substation to an existing substation; and (7) a new access road 60 feet in length. The estimated annual generation of the proposed project would be 93 gigawatt-hours.
