Notice of Intent to Remediate (NIR) Submittal Under the Pennsylvania Land Recycling and Environmental Remediation Standards Act Pursuant to the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L. 4, No. 1995-2., notice is hereby given that CA Ventures has submitted to the Pennsylvania Department of Environmental Protection a Notice of Intent to Remediate for the Forbes Avenue Redevelopment Site located at 3500 Forbes Avenue and 228 Semple Street in Pittsburgh, Allegheny County, Pennsylvania. The site includes Allegheny County tax parcels 28-F-322, 28-F-360, 28-F-330, 28-F-356, and 28-F-354. This Notice of Intent to Remediate states that the site is currently occupied by a gasoline station, parking lots, and restaurant. Historically, the site was previously occupied by another gasoline station, automobile repair shops, a sheet and tin plate facility, film processing facility, and used automobile sales. The Site has been found to be contaminated with volatile and semi-volatile organic chemicals and metals in groundwater and soil and volatile organic chemicals in soil gas. CA Ventures has indicated the proposed remediation measures may include institutional and engineering controls. The proposed future use of the property will be mixed use. This site is located in a Special Industrial Area. The Act provides for a 30-day public comment period for sites located in Special Industrial Areas. The 30-day comment period is initiated with the publication of this notice. Until (date 30 days after the newspaper publication date), the City of Pittsburgh may submit a request to CA Ventures to be involved in the development of the remediation and reuse plans for the Site. The City of Pittsburgh may also submit a request to CA Ventures during this 30-day comment period to develop and implement a public involvement plan.
